The renewal of all Individual and Major General Water Use Irrigation permits within the South Florida Water Management District boundaries is scheduled to begin in 2003. The renewal process will consist of the review and reissuance of the original permit, in accordance with current District rules, provided no changes in source, irrigated acreage or allocation have occurred since the original permit was issued. There will be renewal forms and renewal fees based on the allocation. If there has been a change in source, landuse, allocation or acreage, a modification to the permit will be required.
Some permits will be reclassified due to changes in the rules. An Individual permit is now issued for projects which exceed a monthly use of 15 million gallons per month (MGM) and Major General Permits (GP's) are issued for uses between 3 MGM and 15 MGM. Major GP's require the same forms and information as an Individual Permit. Therefore, the renewal process for both will be the same. However, Individual Permits are issued by the Governing Board whereas Major General Permits are issued by Staff.
The reduced threshold areas (RTA's), which were defined as areas of identified water resource problems, were eliminated for all basins in August of 2002. In the reduced threshold areas, the threshold separating a General Water Use Permit from an Individual Permit prior to August 2002 was a maximum limit of 20,000 gallons per day. After the elimination of the RTA's, permits that were previously issued as Individual Permits may now qualify as General Permits due to the revised limits described above. Please refer to the RTA maps to determine if your project was located in these areas.
Applications for permit renewal should be submitted to the District within four months prior to permit expiration. Please remember to submit 4 copies of all application documents. Permittees are encouraged to apply for renewal at least 90 days prior to the expiration date.
Once an application is received, the existing permit will remain in force until final agency action on the application is taken even if the agency action occurs after the expiration date of the existing permit. The District will send out renewal notifications to all the current Individual Water Use Permittees at least 30 days prior to the basin application date.
The following table identifies the basin expiration dates (when your water use permit will expire) for each irrigation permit expiration basin (which basin your project is located in). The table also shows the basin application date, which is the date after which permit applicants should apply for permit renewal. The basin map link below can be used to help determine which basin/sub-basin a project is located in, and its expiration date.
Limiting conditions have been updated since the last renewals and require items that may not have been required before. There are two categories of permit conditions that will be applied to water use permits: 1) standard conditions, which contain general information and operational constraints that apply to all uses of water such as monthly pumpage reports and calibration results for wells, pumps and culverts and 2) special conditions that address specific considerations such as water quality or water level monitoring. Failure to comply with these limiting conditions may result in substantial fines, and potentially the revocation of the water use permit and the loss of the right to use water.
